E1: 17: Date And User Stamp Added To Media Object Attachment In Warranty Claim

The P1777 (Warranty Claims) has inconsistent behavior when adding text attachment to warranty claim application.
When attachment is added via the attachment page using the "attachment tab", the time and date/user stamp is added on a line above the attachment. Upon review of the attachment
setup for the application, there does not seem to be anything set to add this information.
However, when the text attachment is added via the Row Exit, and a note is saved, the time and date/user stamp is NOT added.
This behavior is inconsistent.
