E1: 03B: A/R Statistical History Refresh Does Not Update Payment Amount Value for Partial Receipt (R03B16A, P03B16)

Symptoms
The A/R Statistical History Refresh (R03B16A) UBE does not take into account partial payments when updating the Payment Amount value (PAAP) on the F03B16 and F03B16S files, unless the partial payment closes out the remainder of the balance on the invoice it is matched with. This leads to potentially misleading Payment Amount visibility that is then shown in P03B16 Account Statistical Summary and P03B16 Periodic Statistics. A desirable enhancement to this existing functionality would allow for more accurate reporting of the Payment Amount value on the P03B16 applications, regardless of whether the payment(s) in question are partial of full.
