E1: SEC: Row Security for Data Item KCOO Not Working as Expected (Doc ID 2287684.1)

Symptoms

When setting up row security on F3201 for KCOO specific values including *blanks user getting a the following error even though should have access to the KCOO value used for the sales order:

After clicking OK

STEPS TO REPRODUCE
==================
1- Fast path to P4210
2- Add an order on the header
3- On the grid select a config item
4- Do not change anything for the config item on the next screen and select to add
5- Click OK when back to the item screen
6- Click on the place order button

At this point there is no error and you are back to the order screen where you could add a new order or cancel. Once you try either option you get the error on the screen
