Symptoms
BIP reports including subtemplates end in FX status (XML Publisher Error) after upgrading tools release to 9.2.1.2.
Only the RD jobs with import file command/functionality have this error, while RD jobs with simple templates run successfully.
The UBE is running fine and the XML source gets generated correctly.

With the new Tools Release the embedded BI Publisher Core engine has changed to version 12.2.1.1.0
