Starting with Tools Release 9.2.1, a new feature exists within Server Manager Console to "Start All Instances" & "Stop All Instances"

When the consoleConfig permission is granted to a user group, these buttons are visible for those users.

consoleConfig - Server Manager Configuration and Administration
This permission grants the authority to manage the configuration of Server Manager. This includes the ability to change the tools release of Server Manager, update deployed managed home agents, remove managed homes, configure the TCP/IP ports used by Server Manager, and download managed home agent installers. This permission is not required to manage the Server Manager user repository; that permission is covered by the userManagement permission.
