URL media object attachments with an apostrophe are not being opened when open in a new window

Note: There is a web runtime setting to open attachments in the new window I.e. following "Web Runtime - Media Object Settings" needs to be enabled

"Open URL Media Object Attachments in a New Window" set to "true"

Sample URL with an apostrophe no longer opens since switching setting to "new window"
