Symptoms

IoT Studio nor soapUI using JSON message can't access application P3210_W3210B_ZJDE0001

When trying to use application P3210,W3210B,ZJDE0001 in IoT orchestration there is an error displayed.
When loading that form it takes a while to load and then IoT studio returns with the message:

ERROR
-----------------------
No data to display.

The following message is logged in the AIS server log file:
10 May 2017 09:24:43,528[SEVERE][XXX][AIS]E1RestUtils jasFormServiceCall JAS ERROR OUTPUT: null
10 May 2017 09:24:43,533[WARN][X][AIS]E1RestFormServiceManagerV2: Exception Processing Data Service java.net.ConnectException: Connection refused
