E1: MOBJ: Media Object Paperclip Icon Missing and Error "An error occurred while executing the Media Object System Function: sysMOExist" is Seen in E1Root Log

Issue occurs on Unix Operating System Web Server only
After moving from Websphere Application Server (WAS) to Weblogic Server (WLS), the paper clip icon is missing on media object attachments.
The following errors are seen in the e1root log:
This issue occurs when ActiveX control is disabled, that is "Use ActiveX Controls" is set to "false" or "OLEONLY". (You can check this setting in Server Manager, under Web Runtime section)
Another issue experienced is that user is unable to convert RTF media objects to HTML in P98MOHTM or from Media Object Viewer. After clicking on the checkbox to convert, the screen goes blank. If the user click again on the same open application, the following error message is displayed.
"An error occurred in parent dispatcher."
