Symptoms
The issue is the date range used for Initial of Apportionment Code Q (Mid-Quarter). The system is set up in a way that September 30 is considered part of quarter 4. This should not be the case. According to the Master Tax Guide, Quarter 4 should start on October 1. This would make September 30 part of quarter 3.
