E1: 07: Weeks Worked Ignores Capped Weeks When Using Hourly Basis

When using the hourly basis and capping weeks worked, tax type Z in the Tax History (F06136)is getting populated with the total weeks worked (total hours/40hrs). It seems like the system is ignoring the cap. The report looks okay, but tax history is incorrect. The issue happens when there are multiple timecards (both regular and overtime).
Issue 1: When running the report for one employee, each monthly bucket in the tax history file for the quarter is updated with the total being incorrect.
Issue 2: When running the report for multiple employees, only the 3rd monthly bucket in the tax history file for the quarter is updated with the total being incorrect. Why is only month update for the total amount?
