E1: 31B Update of Status To Actual - Returns Warning Not Hard Error Where Volume Exceeds Capacity (Doc ID 2310280.1)

When changing operation status to ACTUAL, and a volume exceeds capacity occurs a Warning is given but can still be processed. In Speed Operation update the Warning is also given but does not indication which operation is in error. It is desired that this should return a hard error and allow the user to deselect the operation in error, currently it returns a warning, does not identify which operation is in error and does not release the record reservations on cancel (which is the only way the user can exit screen)

Volume check is done when at Active and you can save the operation where the volume exceeds the volume but that it must be correct at Actual and Closed. 

The issue can be reproduced at will with the following steps:
1. Enter multiple T2T operations at Draft Status where at least 1 operation results in exceeding the Tank Maximum Volume
2. Update to move the Status from Active to either Actual or Closed
3. System will give Warning message when Hard Error and indication of which operation is in Error is expected.
