AIS instance not creating e1root.log on tools 9.2.14

Problem Description
---------------------------------------------------
Upgraded from tools 9.2.0.3 to 9.2.1.4 using Server Manager and WebSphere 8.5.5.11 on IBM i. When updating the AIS instance tools levels the instance starts and operates, but no e1root.log files are created.

Found errors in the WebSphere instance logs stating it could not find the jdelog.properties file.
