E1: 04: Error While Attempting to Create File (P0457D) with encoding SHIFT_JIS

Symptoms
Write Bank Diskette(P0457D) process errors out, and pop up message shown as 'Error while attempting to create file'.
According to the jdedebug log, see the following message:'KNT0000068 -jdeCallObject failed for WriteStringToFile'.
This issue happens when user setup encode as 'SHIFT_JIS' in Work with Flat File Encoding(P93081), and also when user run Write Bank Diskette(P0457D) process for the first time after start EnterpridseOne service. (Note that after the next time, this issue not happen)
STEPS TO REPRODUCE
==================
1.Navigate to Work With Bank Tape(P0457), and select the record to process.
2.Select Row > Diskette
3.Click Ok button in Write Bank Diskette(P0457D).
4.Pop up error message. 'Error while attempting to create file'.
