E1: 43E: Budget Checking in RSS Placing Orders on Hold When Budget Should Be Available

Symptoms
When RSS is configured to do budget checking, Account is Over Budget occurs both when Budget Accumulation is on and off resulting in all orders going on hold even when budget should be available.
1. Set up BA budget ledger records for an account and range of accounts. Do not spread the budget amounts to the periods.
2. P43E10 with budget checking active issues Account is Over Budget even though the BA - AA - PA should have budget available.
