When running vertex, GEOCODES for any Texas employee is red lining.

Client is unable to enter new employees for that state for payroll.

Steps to recreate issue:

1.  P0801
2.  Inquire on Employee #####
3.  Row exit to National Fiscal Data
4.  Click on OK
5.  Error occurs:

"Tax Area Vertex GeoCode Invalid"
A form level error has occurred.
CAUSE: The GeoCode entered in the Tax Area field is not present in the Vertex Tax Master.
RESOLUTION: Enter a valid GeoCode in the Tax Area field. If you do not have Vertex GeoCoder verify that HRGEO is set to "No" in the HRM Common Settings (P05004)."
