E1: 03B: When Creating New Customer with JP010020 AB numbers are skipped (Doc ID 2322046.1)

Address Book Next Numbers are used in BSSV response even if no Address Book record is created and therefore Address Book numbers are skipped. An error is obtained when running the BSSV  JP010020 for certain parameters:

<message>DESCRIPTION: Invalid arguments are passed to business function :PhonesMBF(Phones MBF): Parameter szPhoneNumber's length is longer than 20
RESOLUTION: Enter valid data.</message>
<messagePrefix>Phone Record Sent -2</messagePrefix>

This error should have stopped the system to generate ab AB number (<entityId>).
When the phone number is corrected to have bellow 20 characters the AB is created but using an AB number higher that the one existing in the response for the error. In this way the previous AB number is lost.
