DESCRIPTION OF PROBLEM
======================
When a sales order detail line is split via Advanced Inventory Commitment
Preference, an invalid Tax Rate Area is being inserted into the F4211 record.

STEPS TO REPRODUCE
==================
1. Add and advanced inventory commitment preference
2. Add a one line sales order that will split the quantity between 2 detail
lines (2 different branch plants).
3. After the order is entered and the line is split into 2 lines, inquire on
the F4211 and there are invalid characters being inserted into the tax rate
area of the first detail line.
