On : 9.1 version, Canadian Payroll

ACTUAL BEHAVIOR
---------------
Canadian EI line not showing in all cases

The Canadian EI line shows if the employee has not hit EI max.
The Canadian EI label shows, but no values show if the employee hits EI max during this pay period.
The Canadian EI label and values do not show if the employee hit EI max during a prior pay period.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Use a Canadian employee with tax area 700010000
2 Run a payroll with this employee before the EI max amount is reached
3 Review the Register
4 Notice that the Canadian EI label and values appear
5 Run a payroll with this employee when the EI max amount is reached
6 Notice that the Canadian EI label shows on the Payroll register, but no values
7 Run a payroll after this employee has reached the EI max amount
8 Notice that the Canadian EI label shows on the Payroll register, but no values
