E1: 07: Value In Prescribed Area Deduction Causes Tax Deducted On Zero Net Pay

When an employee with a value entered in Prescribed Area Deduction (P770105-Other tab), and they have only non-cash taxable benefits in a regular pay run, the system calculates income tax payable and automatically creates a 9997 Overpayment record. For employees with no value in Prescribed Area Deduction and with non-cash taxable benefits, the system does not calculate any income tax during pre-payroll. The value of Prescribed Area Deduction is stored in F06017 with SC01 = *RD.
