E1: 31A: Increase CTSx Display Decimal to Eliminate Significant Difference between F4111 and F0911 (Doc ID 2331030.1)

E1 9.2 / R31802A Manufacturing Accounting

When issuing material (P31113) the Item Ledger (F4111) entries are created with 4 decimals whereas, when R31802A is run, the journal entries (F0911) are created with the amount rounded
to 2 decimals. This occurs because the CTSx fields are configured for only 2 decimals.
This results in a huge Amount difference between the Item Ledger and the journal entries creating integrity issues.

Requested: The F4801 and F3111 CTSx fields should be set with 4 decimals. R31802A should calculate journal entries with unit UOMs with 4 display decimals.
