E1: SEC: New User Is Not Able to Change the Password. Error: Security Server return error status: 13/Password expired. This Issue Happens When ""Force Immediate Password Change" Is Checked (Doc ID 2331608.1)

New user created with the "Force Immediate Password Change" option enabled is not able to change the password. If this option is not checked while creating the user, then the user is able to login.

Steps to Replicate:

  1. Create a new user via the P98OWSEC - Work With User Security application, Security Revision form.
  2. Enter the user details, Select "Force Immediate Password Change" password change option and Click on OK.
  3. Now when user tries to change the password during first login, the password change fails with below error,
