E1: INST: Unable To Install Full Client After Upgrading To Tools - JRE Scratch Path Error (Doc ID 2336022.1)

When trying to run the install for the full client after upgrading to tools release; getting an error similar to the one described in E1: INST: Cannot Install Web Dev Feature (WLS) On Development Clients - ERROR: JRE missing in scratch path (Doc ID 2189397.1) .  However, after checking all of the recommended solutions the error still persisted and the install could not proceed.
