E1: INST: Unable To Install Full Client After Upgrading To Tools 220.127.116.11 - JRE Scratch Path Error

When trying to run the install for the full client after upgrading to tools release 18.104.22.168; getting an error similar to the one described in E1: INST: Cannot Install Web Dev Feature (WLS) On Development Clients - ERROR: JRE missing in scratch path (Doc ID 2189397.1) . However, after checking all of the recommended solutions the error still persisted and the install could not proceed.
InstallActions_XXXX.log shows the error:
