E1: 46: Material Issues P31113 is Causing Partially Confirmed WMS Suggestions to Split (Doc ID 2339381.1)

Symptoms

Following Pick Confirmation of a partial quantity for a Pick Suggestion created from a Work Order, upon processing a Material Issue P31113 and issuing the partially confirmed quantity, an additional F4611 record is created with no Task or Trip value.  This additional record is a split of the remaining unconfirmed quantity.  This record / quantity should not be split by the P31113.
