E1: UPG: Problem Searching Address Book In Web And UserID Display Is Garbage Characters After Upgrade

Symptoms

1) Customer upgraded is testing an upgrade and is having display issues as well as errors in the jas log.  The Enterprise server is IBM i on POWER Systems (AS400).

2) When logging into the HTML client, the UserID is garbage characters.  Here is a screenshot:

 

3) Select Address Book through Navigator.   Try to conduct a search.   Cancel and receive the following error:
