E1: CHA: ESU: Can't Download or Install ESU Through Change Assistant

Symptoms
Cannot download ESUs from Change Assistant. The .xml file downloads, but the .exe file does not. Messages relating to HTTP 404 responses are present in the Change Assistant log.
