In the WO Issues program, Pay on Consumption item Creates a Receipt without a Work Order Issue

When performing WO issues it was noticed when you change the issue code from 0 to 1 in the Pay on Consumption screen for an item, change it back to 0 (not issuing) and then hit OK JDE processes a OV receipt for that item (but not a WO issue).

Expect not to receive pay on consumption issues when the issues value is 0 to not issue

The issue can be reproduced at will with the following steps:
1. Setup a pay on consumption item
2. Enter a work order
3. When issuing pay on consumption component and access the Pay on Consumption screen set the issue value to '1' to issue then change it back to '0'. At this point the system still received the item
