E1: OVR: One View Reports Showing 'No data to display' in One Environment

Information in this document applies to any platform.
One View (OVR) reports are showing 'no data to display' error only in production environment. Other environments are working properly.
The soft-coding is correct and connectivity (wget) between boxes is successful. Certificates has been added to trust between servers. There is no load balancer or cluster involved. If user create/save a report, it runs fine, it is just the shared standard reports comes up as blank.
