E1: ORCH: Error "User is not Included in the AIS White List" when trying to Log into Orchestrator

Goal

I am trying to connect to an Orchestrator Studio Instance and getting the following error using (using a user different than JDE)
"User in not included in the AIS White List"

I have configured during the installation the config.xml (as per article below) and ALL is working under user JDE
