E1: 17: P90CD002 Is Calling R17715 Without Change

P90CD002 is calling R17715 even though there is no change to the work order.
The issue can be reproduced at will with the following steps:
1. Go to P90CD020 and search for Existing work order having part list/routing.
2. Select the work order and go to P90CD002-CRM - Manage Service Orders
3. Focus the cursor on Order Type (DCTO)
4. Click Save Changes
5. Note that system prompts to submit R17715
