E1: OMW: Incorrect Error 147Y Instead of 131O for User Defined Object (UDO) Promotion

Symptoms
When trying to promote a project containing a user defined object (UDO), which is not checked in, it fails with the on-screen error message '147Y - Transfer Activity Rules Do Not Exist'. This is wrong as the corresponding Transfer Activity Rules do exist for the object being promoted. It should be displaying the error message '131O - Object is not checked in' on-screen. This error code is captured in the corresponding call object kernel (COK) debug log but the error displayed on-screen is wrong.
