ACTUAL BEHAVIOR

Line 14/Line 16 incorrect/blank when coverage ends mid-month

When employee enrollment ends mid-month due to termination, The R08119 is giving the following result:

- Populating 1H in the month of termination for Line 14, even though the employee was covered for a portion of the month.
- Not populating Line 16 with a Safe Harbor Code, even though the employee was not employed for the full month.
