E1: JAS: Getting Blank Login screen After HTML Instance was started successfully

After restart the HTML Instance using Server Manager Console or WebSphere Console , we are getting blank screen (as shown in the screenshot) while accessing the E1 Web client Client URL
E1root.log has the below error message
