Symptoms
When adding a new conditional X rule to an existing record via the P3293 the system errors on the value entered saying it is not a valid value in the UDC table.
The Value in error is a valid value in the UDC table

The issue can be reproduced at will with the following steps:
1. Inquire on an existing X rule through P3293
2. Add a conditional rule using a valid value from the UDC table for ATIV
3. The system errors invalid value-value must be a valid value in UDC.
4. Value is a valid value and the work around is to clear it out and click out of the field and back in
