Retest Eligibility of an existing enrollment is not following defined eligibility and creates an employee DBA instructions.

An employee is enrolled in a benefit plan using Enrollment with Eligibility (P08334). The plan has a 6 month eligibility from date started. This creates an enrollment record with enrollment date of effective date and date eligible of 6 months from date started (correct). Enrollment status of PEN (pending). No employee DBA instruction record is created (correct).

But after the enrollment is created if the user comes back into the P08334 and uses an effective after the initial enrollment date but before the eligible date and clicks Retest Eligibility and Submit the application creates an employee DBA instruction with a Pay Start Date of the effective date (incorrect this is prior to the 6 month eligibility from date started).  The same problem happens if Batch Enrollment (R083800) is run after initial enrollment with pending status.
