R461601 (Fixed Location Replenishment) and Existing Replenishment Requests  

When the R461601 runs it is creating a new replenishment for fixed locations even if there are existing replenishment requests already in the system.  

Example:  Location 105.015.01 allows for 2 pallets of 80 CA each for 160 CA.  
The minimum replenishment point is set to 80 and the Max Replenishment is set to 160 (2 pallets).  
When the R461601 runs it creates a replenishment request for 160 CA.  
When it runs a second time it creates another request for 160 CA.  

This happens mostly when the related suggestions are in error with a 3448 error.  

Does R461601 look at the F4600 (Replenish Requests) or the F4611 (Replenish Suggestions) tables to see if there are any open replenishment requests?  
In a non LPN environment it looks at the F4602 inbound to see if there are any open replenishments.  So how does it work in an LPN environment?
