No putaway request gets created when using receipt routing with loose items in a License plate enabled branch plant.

This only seems to work when it also has the processing options in P4312 to call P46L30, but this should not be necessary, or if the receipt is done without receipt routing.

Item: GMLOOSE - 2 UOMs - EA and PL.
P46011 - none of the UOMs has the LP turned on.
Define Receipt routing setup for item and supplier 2743 (P43090).

P4310 - enter PO for GMLOOSE
P4312 - receive the order and move it into receipt routing.
P43250 - set up a P4312 version behind it that generates a Putaway Request.
Route the order to STK step.
P4600 - check that no putaway request got created.
Run R46140 - to generate the request - it works fine.

Repeat and use P4312 to receive directly into stock - works fine.
Repeat after you active the LP on the PL UOM. - It also works fine.
P43250 - set up a P4312 version behind it that generates a Putaway Request and calls P46L30.
Receive it and cancel the P46L30 screen. It works fine.

Conclusion - with LOOSE items the putaway request is not created if the P46L30 is not called.
