E1: 74L: R42565 Not Working when Tax is Set up only for Item in Portugal Environment

When the tax is setup only for the Item Number (3, 4, 5, 6 values) in P4008 and R42565 is ran on a sales order with taxable = 3, 4, etc, in a Portugal enable environment, the system doesn't call R74L3030 and doesn't generate an invoice.
Note: if tax exists for no Item Number (generic), the invoice is printed correctly.
1. Define an item - 8221133PT - taxable sales = 3 in P41026
2. P4008 define a tax - PORT_VAT set only for Item number (taxable) = 3, not for general
3. P4210 enter sales order and make sure the tax gets applied and the detail line has a taxable = 3 value
4. Run R42565 - it does not call the R74L3030 report and no invoice is generated
WC error -
CAUSE . . . . The record to be fetched from table F4008 does not exist or you do not have authority to fetch records from this table.
RESOLUTION. . Verify that the record being fetched exists and that you have proper authority. Check the JDE.LOG and JDEDEBUG.LOG for additional information.
The system is trying to fetch the tax from F4008 for item = 0 even if the line was set up only for taxable = 3
