E1: 31: Start Date of WO Header and WO Routing don't Match When Changing WO Header Start Date Before Attaching Routing (Doc ID 2407834.1)

Symptoms

Run R31410 to attach WO routing. Check start dates of both WO header (F4801) and WO routing attached (F3113). They are not same date. The start date of WO routing is incorrect. In this case, a WO item has fixed leadtime instead of variable.

Steps to duplicate the issue:

1. Add a WO header (P48013). At this time, set specific date in its start date that is different with calculated date based on standard leadtime by the system.

2. Run R31410 to attach WO routing.
