Symptoms

When Inventory Commitment Preference is activated and there is not enough availability at any of the preferred B/P the backorder is done on the header B/P.

Steps to replicate:

1. Set in P40070 for B/P 30 % to fill = 1, for B/P 20% to fill =1 and again for B/P 30 % to fill = 0

2. Create sales order with Header B/P = 33 and quantity above the sum of quantities from B/P 20 and 30

3. Notice that the backorder quantity has been created on B/P 33 instead of B/P 30
