Getting 'Kanban Status Invalid to Complete' Error in 9.1

When completing a work order through super backflush when having VR1 (Customer PO) populated on the work order from the sales order the system generates error (044H) "Kanban Status Invalid to Complete" in the work center.

Same error is described in Bug 24932940 for 9.2.

The issue can be reproduced at will with the following steps:
1. Add a sales order populating customer PO (VR1) for a manufactured item setup for super backflush with a W line type
2 A work order is created by the system with the customer PO populated
3. Attach the parts list and routing
4. Perform super backflush with all executions in blind mode
5. Check the work center and Error "Kanban Status Invalid to Complete" (044H) is generated

The issue has the following business impact:
The process is completed however, there remains the error in the work center. In non blind mode this works and outside of super backflush
