E1: 40R: R47171 Inconsistent Processing Encountering Errors

Symptoms
The R47171 (EDI Inbound Demand Edit/Update) is inconsistent when it will stop processing EDI records, depending on the error message encountered. For example, if an item branch record does not exist for one of the items on the EDI Demand Detail, then the R47171 doesn't process any records in the Inbound 862 transaction. But if the item cross-references (F4104) is not found for one of the items, then the R47171 will process any records before and after the error line was received. The goal is for the R47171 to be consistent in how it handles transactions with errors. Either all of the records should fail to insert into the F40R11 or only the records that are incorrectly setup should fail if an error occurs.
