There is a disagreement with the disposition of Bug 27747682 based on the following reasons:
1. The Branch Level field is a limited to 3 on the screen and a user cannot enter more than 999 in the screen.
2. If you allow the system to assign the level (as is suggested) then once item is set as 999 then it would be in the program control to either assign 999 or issue an error that this is a bug in the program to create a record with a higher value then is acceptable.
3. If you enter a value in the Branch Level field of 992 or above, the system returns a hard error.

The request is to change Warning message 3403W to start in the 900s.

The business impact is that the users have to go through an additional keystroke and that the warning message costs about 1-2 seconds. Additionally, the fear is that users will become indifference to warning messages by not reading them.
