E1: 31: R31410 Doesn't Release *OP Purchase Order from Blanket Order in Case Multiple Blanket Orders Exist (Doc ID 2422784.1)

Symptoms

R31410 - WO Processing
P4310 - Purchase Order Entry
P43216 - Purchase Blanket Release

Currently, R31410 does not release subcontract purchase orders from blanket order in case multiple blanket exist. There is a business need to allow the system to choose from an existing list
of purchase blanket orders when using R31410 to create purchase orders for outside operation steps.
Similarly, when multiple blanket order exist and trying to generate OP orders using P4310, option Row exit > P43216, the user can cherry-pick the blanket order required.

If there is only one blanket order associated with a *OP item, then there is no issue for releasing a PO.

When there are multiple blanket orders associated with a *OP item, the system cannot release the purchase order correctly.

Example:
R31410 UBE is used for generating purchase order for *OP items.
A blanket order exist for *OP item. The *OP item's purchase order will be released from the blanket order when providing the correct version of P43216 called by P4310.
