E1: 31: Qty Issue Not Updating Correctly When The Qty Completed Is Different From The Qty Ordered

Symptoms
E1 9.2 / Work Order Completion with Backflush, P31114
Quantity to issue does not re-calculate correctly when the quantity completed (P31114 with Backflush, SOQS) is higher than the quantity ordered (P48013, UORG). The work order quantity is not adjusted- the work order is just over/under-completed at time of P31114 entry.
This problem occurs when the parent item (work order item) bill of material component item(s) has a Percent Scrap (SCRP) and the component item(s) are set to 'Round to Whole Number' in the Item Master Additional System Information (SNS).
The Issue quantity should recalculate to be the same as if the work order parts list was for the over/under-completed quantity.
STEPS:
Setup: Parent Item (P4101/P4102) is set up with a Bill of Material (P3002) in which the component(s) has a Percent Scrap (SCRP). Each component is set with Round Up To Whole Number in Item Branch (P41026) Additional System Information (SNS).
Example setup: Parent item ABCD
BOM Components: ABCD-1, QTY = 12, SCRP = 2.25, Issue Type Code B (issue at completion).
ABCD-2, QTY = 1, SCRP = 1.30, Issue Type Code B.
ABCD-3, QTY = 2, SCRP = 1.50, Issue Type Code B.
1. P48013: Create a work order for item ABCD for a quantity of 10.
2. R31410 or Interactive Routing/Parts List attach (Copy Item/Copy BOM).
Parts List: ABCD-1, QTY = 123.0
ABCD-2, QTY = 11.0
ABCD-3, QTY = 21.0
3. P31114 with Interactive Backflush: Enter a completion quantity of 100. Click Save and Close.
4. P31113: Inventory Issue Revisions:
ABCD-1, Issues = 1,230.0
ABCD-2, Issues = 110.0
ABCD-3, Issues = 210.0
Issues quantity should be:
ABCD-1: (12.0 x 1.0225) x 100 = 1227.0 > rounded up to whole number = 1,227.0
ABCD-2: (1.0 x 1.0130) x 100 = 101.3 > rounded up to whole number = 102.0
ABCD-3: (2.0 x 1.0150) x 100 = 203.0> rounded up to whole number = 203.0
