E1:OUTBOUND RTE Server Stays in ADMIN State and Never Goes to a RUNNING State

There are several RTE's activated with subscribers and JMSQUEUE's. Messages were being created and sent to the JMSQUEUE's. After restarting the RTE server today, the status is stuck in ADMIN mode. The logs indicate the issue is that port 7071 (The RTE port) is already in use and services can't start properly. When weblogic is stopped, port 7071 isn't in use. Have recently patched this Linux server over the weekend. That is the only change.
