E1: INST: Local Web Development Client Is Stuck on Login Page When Using Oracle WebLogic Server 22.214.171.124.0, 126.96.36.199.0 or 188.8.131.52.0

After installing E1 9.2 Web Development Client with Oracle WebLogic Server 184.108.40.206.0, 220.127.116.11.0 or 18.104.22.168.0, when attempting to open local web client, the E1 login screen is presented without any popup error message.
Trying to login via Local Web Development Client it tries to login, but redirects back to the login screen again without showing any errors on screen.
The issue can be reproduced at will with the following steps:
1. Install E1 9.2 Web Development client
2. Login on FAT client
3. Open EnterpriseOne menu
4. Notice the local web page is displayed with E1 login screen is presented
5. Trying to login via local Web Client it tries to login, but redirects back to the login screen again without showing any errors on screen
