Payable Charges is incorrect calculated in the Routing Options application (P4980).

Steps to replicate
---------------------
1.Setup P49002 Transportation Constants , tab UOM Defaults/Status Code is :
-Weight Unit of Measure = LB
-Cubes Unit of Measure = LT
-Dimension Unit of Measure = IN
-Volume Unit of Measure = LT
2.Select an item with the following UOM Weights and Measures setup in P4101:
-UOM for Primary, Secondary, Purchasing, Pricing, Production, Component is EA
-UOM for Shipping is BX (Box)
-UOM for Weight is LB (Pounds)
-UOM for Volume is FC (Cubic Feet)
3.Setup Item Unit of Measure Conversions in P41002 for the item is:
-EA = 50 LT
-EA = 15 FC
-EA = 40 LB
-LB = 0.4536 KG
-PL = 10 BX
-BX = 1 EA
4.Set a Rate Schedule (P4970) .
5.Set a Rate Definition(P4970) as follow :
-Charge Codes , only Payable = 010 Payable Freight
-Lookup Definition , Lookup Type 1 = 2 (Volume) , UOM = LT (Liters), Rate Structure
-Rate Calculation , Rate Type = 1(Unit Amount), Rate Basis = 2 (Volume), Rate UOM = LT(Liters), Rate level = 1(Shipment Level)
6.From the Rate Definition , take Form exit , Lookup Type One setup is :
-Label <100 , From Volume 0 , Thru Volume 100
-Label >100 , From Volume 100.01 , Thru Volume 999999
7.From the Rate Definition , take Form exit , Rates setup for a specific carrier (e.g. 8547) is :
-Value <100 = 15 USD
-Value >100 = 7 USD
8.Set Routing Entry for the carrier (e.g. 8547) and a specific Destination Address Number (e.g. 4242) .
9.Enter a Transportation Sales order P4210 using the item and destination above.
10.Open the shipment for this order and note the value of Schedule Volume (50 LT) .
11.Take Form exit and select Routing Options . For the carrier (e.g. 8547) , Payable Charge value(700.07) is not correct. This should be the Schedule Volume (50 LT) x Rate for Lookup <100 (15 USD) = 750 USD .

Payable Charge value should be the Schedule Volume (50 LT) x Rate for Lookup <100 (15 USD) = 750 USD .
