E1: 31: PPFG Flag Updated To '1' When No Activity Is Reported On The Work Order (Doc ID 2444231.1)

Symptoms

E1 9.2 / Manufacturing Accounting, R31802A

R31802A updates the PPFG flag to '1' on work orders with no parts list/routing or no shop floor activity.  
Given that the intent of the R31802A is to report costs associated with work orders and write journal entries for material issues, labor and item completions, the PPFG flag should not be updated (from blank) if no costs have been incurred.
Additionally, the current R31802A PPFG update functionality conflicts with the information in the table Item Help and JDE published documents, as follows:

The F4801 Item Help on the Variance Flag (PPFG) field states:  A '1' in this field indicates that this work order has had work order activity run against it in update mode.

In early releases of E1 (i.e. 8.0), the R31802A did not update the PPFG flag (Variance flag) to a '1' if the work order did not have parts list/routing attached (header only) or no shop floor activity (material issues, labor, completions) reported.
