E1: AIS|ORCH Basic Authorization Doesn't Work In SoapUI, Postman nor Curl - However, Able To Log In To Orchestrator Client Which Uses Basic Auth. (Doc ID 2456950.1)

Symptoms

When invoking Orchestrator, Form Service Request or any Rest services from soapUI using Basic Authorization option, the call fails with the error :

Orchestrator Client Uses "Basic Authentication", but it works as expected. 

However, when the AllowHTTPBasicAuth= option is "false" in rest.ini, Orchestrator Client still works.  Seems like it is not reading the rest.ini. 

 

Error in AIS log:

 

Doing AIS health check will failed on Basic Auth
