When invoking Orchestrator, Form Service Request or any Rest services from soapUI using Basic Authorization option, the call fails with the error :

Orchestrator Client Uses "Basic Authentication", but it works as expected.

However, when the AllowHTTPBasicAuth= option is "false" in rest.ini, Orchestrator Client still works. Seems like it is not reading the rest.ini.
