E1: 77: CPP/EI Exempt Flag Set On Year-end Forms Set Even When Earnings Exist

Symptoms
During Canadian payroll year-end process, if an employee is flagged as CPP/EI Exempt on the Employee Master, the CPP/EI exempt flag on the year end form is set even when the employee has pensionable or insurable earnings. This is contrary to the CRA guidelines to leave the exempt boxes unchecked if pensionable/insurable earnings are being reported. It is not unusual for an employee to work part of the year and then due to age, choice or employment change become CPP and/or EI exempt. The existence of the flag in the Employee Master cannot be the only check used to set the year-end flag - if pensionable/insurable earnings are being reported on the year-end form - the exemption boxes cannot be flagged.
